Most city addresses are served by Santa Cruz City Schools — two co-administered districts (Santa Cruz City Elementary School District for elementary, Santa Cruz City High School District for middle and high school) under one Board of Education. But the boundaries do not match the city: SCCS also serves county areas from Davenport to Soquel, some addresses inside the city are in other elementary districts (the County tax book shows city tax-rate areas carrying Live Oak, Scotts Valley, and Bonny Doon elementary levies), and many “Santa Cruz” postal addresses outside city limits are in other districts entirely. Always confirm a specific home’s district and school of residence with SCCS’s My School Locator / enrollment process before relying on it.
California uses Proposition 13, not millage. A property’s assessed value is its base year value — market value when it last changed ownership or was newly built — increased by no more than 2% per year. That assessed value is taxed at 1% plus voter-approved bond levies for the parcel’s Tax Rate Area (TRA), so there is no single citywide rate: in the County’s 2025-26 Tax Rate Book, the total rates for Tax Rate Areas labeled “Santa Cruz City” range from 1.107594% to 1.140062% of assessed value, with the typical Santa Cruz City Schools TRA at 1.140062%, before any direct charges on the bill. Two otherwise similar homes can owe at different rates if their TRAs carry different school-district bonds.
