Taxes — a worked example
Arkansas assesses real property at 20% of market value, and the tax bill is the assessed value multiplied by the total millage. At Little Rock’s total of 70.10 mills, that works out to roughly 1.40% of market value per year:
| Item | Figure |
|---|---|
| Total millage (Little Rock) | 70.10 mills |
| Assessment ratio | 20% of market value |
| Effective rate | ≈ 1.40% of market value per year |
| Example — median sale price home, $395,000 | Assessed $79,000 → ≈ $5,538/year |
| Example — median single-family home, $465,000 | Assessed $93,000 → ≈ $6,519/year |
Worked examples use the neighborhood medians above; the actual bill follows the specific parcel’s assessed value, so confirm it with Pulaski County before closing.

History in eight facts
1. The land deal closed April 20, 1959: Pleasant Valley Inc. — an investment group including future Arkansas Gov. Winthrop Rockefeller and his financial lieutenant R.A. “Brick” Lile — bought 1,100 acres of rural west Pulaski County land from investor Charles Minor Taylor for $1.15 million, about $12 million in 2024 dollars.
2. The buildout ran through the 1960s: streets with underground utilities — a rarity at the time — lot sales rolling from the mid-1960s, and local builders including Wickard & Co., which built more than 50 homes in the development.
3. In 1965, prominent attorney Herschel Friday bought the 5,100 sq ft Williamsburg-style spec home at 172 Pleasant Valley Drive, shown under the Parade of Homes banner; his move from the Heights was credited with starting the affluent migration west.
4. The country club is older than the neighborhood: founded in 1947 as the Riverdale Country Club. In 1963 the Pleasant Valley group proposed swapping its riverfront site for a new club in the development; after a member lawsuit, the membership voted 347–133 in favor, and the swap was completed in 1966.
5. The club’s grand opening at the current site was November 24, 1968. About 75,000 cubic yards of topsoil were hauled from Riverdale to build the 256-acre course grounds.
6. The original buildout totaled more than 950 homes, plus five houses of worship, townhomes, commercial projects along Rodney Parham Road, an elementary school (Fulbright), and the Jack H. Wilson Water Treatment Plant, built for Little Rock’s westward growth.
7. Pleasant Valley grew west until it reached Deltic Timber’s land — in the Chenal Valley POA’s words, “Where Pebble Beach Drive ended, what would soon become Chenal Valley began.”
8. Today the club’s 27 Joe Finger holes host the PGA Tour Champions Simmons Bank Championship, the POA’s posted 2026 budget carries $511,413 in total assessment income, and the neighborhood median sale price is $395,000 (Homes.com, trailing 12 months, October 2026).
