Chenal Valley uses a two-tier property-owners-association structure: owners pay dues to both the master Chenal Valley POA and their individual neighborhood POA. Each board sets its own dues annually, so amounts vary by neighborhood. Chenal Valley POA bills are sent at the end of January and are due February 15, and exterior or landscaping changes must be approved in advance by the Architectural Control Committee.
A City of Little Rock home in the Little Rock School District is taxed at about 70.10 total mills (city, Pulaski County and LRSD combined, of which 46.4 mills is the school portion). Arkansas assesses 20% of a home's appraised value as taxable value, so the effective rate is roughly 1.40% — about $2,804 per year on a $200,000 home.
The Promenade at Chenal is a 270,000-square-foot open-air lifestyle center with an AMC IMAX theatre and the state's only Apple, Anthropologie and Urban Outfitters stores, plus Lululemon, Sephora and other national brands. Chenal Country Club anchors the community with 36 holes of championship golf (the Founders Course opened in 1990 and the Bear Den course was added in 2003). The POA also maintains community pools, parks and trails.
Two Rivers Park, a roughly 1,000-acre park at the confluence of the Arkansas and Little Maumelle Rivers in west Little Rock (72223), is jointly owned by Pulaski County and the City of Little Rock and offers bike and walking trails and gardens, with a pedestrian bridge connecting to the Arkansas River Trail. Chenal Valley itself also includes community parks, pools and neighborhood trails.
