Headline findings

  • There is no single Little Rock property tax rate. Inside the Little Rock city limits, a home’s total millage depends on which school district the parcel sits in. For the 2026 collections year, the Arkansas Department of Finance and Administration (DFA) publishes exactly two totals for City of Little Rock parcels: 70.0 mills in the Little Rock School District (LRSD) and 64.3 mills in the Pulaski County Special School District (PCSSD).
  • The entire 5.7-mill difference is the school levy. City (15.1 mills) and county (8.5 mills) levies are identical on both sides of the line. LRSD levies 46.4 mills; PCSSD levies 40.7 mills. The school levy is 66.3% of the total bill in the LRSD zone and 63.3% in the PCSSD zone.
  • On a $200,000 home, the school-district line is worth $228 a year. Arkansas taxes 20% of appraised value. At 70.0 mills the annual tax is $2,800; at 64.3 mills it is $2,572 — a difference of $228 per year ($19.00 per month) on the same house at the same value, before the homestead credit and any exemptions.
  • Of the Registry’s seven staffed Little Rock neighborhoods, six sit wholly in LRSD and one — Chenal Valley — straddles the line. Most of Chenal Valley is in PCSSD; a pocket is in LRSD. Chenal Valley is therefore the one Little Rock neighborhood in this book where two homes on different streets can carry different total millages.
  • Registry coverage in Little Rock, as of October 27, 2026: 7 of the Registry’s 20 Little Rock neighborhoods (35.0%) have a claimed, license-verified professional seated; 14 seats are held by 5 neighborhood-seated professionals, and 2 further verified service professionals serve the city at city level — 7 verified members in total. All seven staffed neighborhoods carry published, sourced fact datasets (98 sourced facts). At this book’s October 24 draft, three of the seven datasets were still in the Registry’s publication pipeline and were named as a gap; they published before this edition went live, and §5 records the change rather than presenting the fuller coverage as if it had always been so.

1. The tax landscape: two zones inside one city

Property tax in Little Rock is a stack of three levies — school district, city, and county — applied to 20% of a property’s appraised value. The DFA’s 2025 Millage Report (2026 Collections), Pulaski County section, publishes the stack for every school-district/city combination in the county. For parcels inside the City of Little Rock there are two rows, and they are the whole story of this section:

Component (mills)LRSD zonePCSSD zone
School district levy46.440.7
City of Little Rock levy15.115.1
Pulaski County levy (city parcels)8.58.5

The school levies themselves, from the same report’s school-district breakdown:

Source: Arkansas DFA, 2025 Millage Report (2026 Collections), Pulaski County school-district millage breakdown. PCSSD’s structure (25.00 / 0.90 / 14.80 = 40.70) is independently corroborated by the district’s continuing disclosure filing on EMMA (MSRB), millage structure as of June 30, 2025.

Two reading notes that matter for anyone citing these figures:

  1. The DFA total table, not any city’s or calculator’s summary page, is the source of record. Earlier summaries — including, until its October 2026 correction, the Registry’s own neighborhood datasets — carried 70.10 mills for the LRSD zone. The DFA 2025 report’s Pulaski County table states 70.0 (46.4 + 15.1 + 8.5), and this book uses the corrected figure throughout. Any Little Rock surface still showing 70.10 is pre-correction.
  2. “Little Rock” in a millage table is a taxing geography, not a mailing address. Parcels with Little Rock addresses outside the city limits, and the separate enclave municipality of Cammack Village, carry different stacks and are outside this book’s universe (see Methodology).

2. What it costs: the same house in the two zones

Arkansas assesses real property at 20% of appraised (market) value, and one mill is $1 of tax per $1,000 of assessed value. The annual tax on a home is therefore:

Tax = appraised value × 20% × total mills ÷ 1,000

Applied to both Little Rock zones:

Appraised valueAssessed value (20%)LRSD zone — 70.0 millsPCSSD zone — 64.3 millsDifference
$150,000$30,000$2,100$1,929$171

$750,000$150,000$10,500$9,645$855

Computed from the DFA totals in §1 by the formula above. Checked October 24, 2026; re-checked October 27, 2026.

Expressed as an effective rate on appraised value: 1.400% in the LRSD zone and 1.286% in the PCSSD zone — $14.00 vs. $12.86 per $1,000 of home value. These figures are the gross tax on the parcel: they are before the Amendment 79 homestead credit (which reduces the bill on a principal residence) and before any exemptions, freezes, or credits that apply to a specific owner. This book does not net the homestead credit into its tables, because the credit’s amount has been amended repeatedly in recent sessions and the tables are meant to be re-derivable from the millage alone; readers estimating an actual bill should apply the current credit from the Pulaski County Assessor.

3. The seven staffed neighborhoods, by zone

The Registry’s neighborhood-level records assign each of its seven staffed Little Rock neighborhoods to the tax landscape of §1 as follows. The “basis” column states exactly what the assignment rests on — the Registry does not present a neighborhood-level tax figure it cannot source.

Neighborhood set: the seven Little Rock neighborhoods in the Registry’s public roster on October 27, 2026 (see §5). A parcel’s district is a property of the parcel, not the neighborhood — Chenal Valley proves the point — so any specific purchase should be confirmed against the parcel record with Pulaski County.

Counted: 6 of 7 staffed neighborhoods sit wholly in the LRSD zone, 1 of 7 straddles both zones, and 0 sit wholly in the PCSSD zone — PCSSD reaches into Little Rock’s staffed-neighborhood map only through Chenal Valley, even though it is the larger district by geography in the county.

Source: Neighborhood Registry verified fact records for Chenal Valley (checked Oct 18, 2026), Hillcrest, The Heights, and Pleasant Valley (checked Aug 26, 2026), and Pebble Beach Woods, Midtown, and Quapaw Quarter (checked Oct 24, 2026), via the public entity API. Chenal Valley’s feeder chains are carried in the record’s FAQ, whose school content was sourced from district/listing assignments — this book reports them as the Registry’s record states them, and flags the two caveats below rather than upgrading their provenance.

Caveats that are part of the data, not fine print:

  • LRSD redrew its high-school zones in 2026 ahead of the new Little Rock West High School (opening scheduled fall 2027, per the Registry’s record). Any high-school assignment in west Little Rock — including the Chenal pocket’s — should be confirmed for the specific address and school year with LRSD.
  • Attendance zones are address-level. This table records what the Registry’s verified neighborhood records establish; it is not a substitute for the districts’ own address lookups (LRSD’s assignment finder; PCSSD’s zone information), which govern.

5. Neighborhood Registry coverage in Little Rock

All figures as of October 27, 2026, from the Registry’s public roster endpoint and Little Rock city page — the same surfaces any reader can open.

For scale: Little Rock’s 7 staffed neighborhoods are 11.5% of the Registry’s 61 staffed neighborhoods platform-wide, and its 20 neighborhoods are 7.8% of the Registry’s 255. Little Rock is the Registry’s proof market — its deepest city — and this book does not present that depth as typical of the platform’s other cities.

The closed gap. At this book’s draft (October 24, 2026), three staffed Little Rock neighborhoods — Midtown, Pebble Beach Woods, and Quapaw Quarter — had no live dataset in the Registry’s public entity API, and the draft named that as a gap rather than papering over it. Their datasets published before this edition went live (records verified October 24, 2026; confirmed live on the publish-date pull, October 27, 2026), so this edition covers all seven staffed neighborhoods from live records, and §§3–4 state their district assignments and zoned schools on the bases given there. The change is recorded here and in the edition’s audit worksheet as a draft-to-publish bridge; the fuller coverage is not backdated into the draft’s as-of date.

What is not in this book, deliberately:

  • No neighborhood price, income, or demographic statistics. The Registry’s hood pages carry a separate statistics-tile layer derived from Census/ACS data that has never been audited to this book’s standard; rather than import unaudited numbers into an audited book, this edition omits the category. (The Registry’s issues register tracks that audit as an open item.)
  • No single “average Little Rock tax rate.” The Pulaski County average the DFA report publishes (59.56 mills overall) mixes rural parcels and five other municipalities; quoting it as a Little Rock figure would be wrong, so this book doesn’t.
  • No population figure. This edition’s subject is the tax, school, and coverage landscape; a population number was not pulled from the Census Bureau directly for this edition, so none is printed.

Methodology

Universe. Little Rock means the City of Little Rock taxing geography as the DFA report uses it (parcels inside the city limits), and, for coverage figures, the 20 Little Rock neighborhoods in Neighborhood Registry’s public roster. Cammack Village — a separate municipality entirely surrounded by Little Rock, which the DFA table lists separately at the same 70.0 total by coincidence of its own stack (46.4 + 13.5 + 10.1) — is excluded; so are Little Rock mailing addresses outside the city limits.

Sources.

  • Millage totals, components, and breakdowns: Arkansas Department of Finance and Administration, 2025 Millage Report (2026 Collections), published March 2026 — Pulaski County section (total-millage table, Little Rock rows: LRSD 46.4 + 15.1 + 8.5 = 70.0; PCSSD 40.7 + 15.1 + 8.5 = 64.3; school breakdown; city breakdown). https://www.dfa.arkansas.gov/wp-content/uploads/2025-millage-2026-collections.pdf — checked October 24, 2026 and re-checked against the published PDF on October 27, 2026 (Pulaski County total-millage table, school-district and city breakdowns all confirmed).
  • PCSSD millage structure corroboration: Pulaski County Special School District continuing disclosure annual report (EMMA/MSRB), millage structure 25.00 + 0.90 + 14.80 = 40.70, as of June 30, 2025.
  • Neighborhood district assignments, zoned schools, and fact counts: Neighborhood Registry’s verified fact records via the public entity API — https://neighborhoodregistry.com/wp-json/nr/v1/entity/neighborhood/{id} for Chenal Valley (581), Hillcrest (584), The Heights (444), Pleasant Valley (582) — records checked August 26, 2026 (Chenal Valley partially re-checked October 18, 2026); Pebble Beach Woods (684), Midtown (19973), and Quapaw Quarter (19974) records verified October 24, 2026 and confirmed live on the publish-date pull, October 27, 2026 (see §5’s closed-gap note). The Midtown and Quapaw Quarter records cite the DFA 2024 Millage Report (2025 collections) for their millage figures, which are identical to the 2026-collections figures; this book’s millage figures are taken directly from the DFA 2025 report in all cases.
  • Coverage counts: https://neighborhoodregistry.com/wp-json/nr/v1/registry (generated 2026-10-27T17:32:52Z for the publish-date computation; Little Rock staffed set unchanged from the October 24 pull) and https://neighborhoodregistry.com/arkansas/little-rock/ (“7 verified members · 7 of 20 neighborhoods staffed”; entity-record fact counts 13 / 13 / 12 / 12 / 12 / 16 / 20 across the seven staffed neighborhoods).

Vintages. Millage figures are the 2026 collections year (the DFA’s 2025 report, published March 2026) — the taxes payable in 2026 on 2025 assessments. Neighborhood fact records carry their own checked dates (stated per table). Coverage figures are as of October 27, 2026. Nothing in this book mixes vintages inside a single figure.

Derived figures. Every dollar figure in §2 is computed, not quoted: tax = appraised value × 0.20 × mills ÷ 1,000, carried to the cent and rounded to the nearest dollar for display (all values in the table are exact to the dollar before display). Effective rate = mills × 0.20 ÷ 10, expressed as a percent (70.0 mills → 1.400%; 64.3 mills → 1.286%). School share = school mills ÷ total mills. The $228 difference at $200,000 is computed two ways in the audit worksheet (directly, and as the LRSD figure minus the 5.7-mill delta) and ties.

The 70.10 correction. The Registry’s four published Little Rock datasets originally carried 70.10 total mills (sourced to a City of Little Rock finance summary) and the derived $2,804 at $200,000. The DFA 2025 report settles the figure at 70.0 and $2,800. The Registry’s correction of those datasets landed before this edition published — the four entity records and their downloadable datasets were re-verified at 70.0 / $2,800 on October 27, 2026, per the publication spec’s pre-publish gate — so the book and the datasets it compiles do not contradict each other live.

Control totals. Coverage counts tie two ways (endpoint roster vs. city page) — detailed in the companion audit worksheet (numbers-audit.md), which also lists every candidate figure that was dropped and why. No figure in this book rests on a single computation where a second computation exists.
